According to the instructions, the Umrah Office must be licensed by the Ministry of Tourism and Antiquities under a valid license and be a member of the Association of Travel and Tourism Agents, in addition to the commercial register and the profession license, providing the services of Hajj and Umrah, and paying the Ministry of Awqaf Allowance for annual accreditation services and Umrah affairs services.

The instructions also require the approved offices to provide a bank guarantee for one year worth 30 thousand dinars annually in order to ensure the proper implementation and may be approved for the purposes of the pilgrimage season and the Hajj season. After that, he briefed him on the plan and the mechanism by which all the halls of the complex were set up to arrive during the arrival of the pilgrims and turn them into departure halls during the departure period in order to increase the capacity of the halls at each stage.
